Abstract: An investigation of the criteria for grounding conductive floors in Naval hospitals and ordnance facilities has been completed. First, current publications concerned with conductive floor installations were reviewed. Then manufacturers of conductive flooring materials were contacted for the latest technical information available on grounding systems for conductive flooring. Finally, a survey was made of existing grounding systems at selected Naval hospitals and ordnance facilities. From this information, design and installation criteria, acceptance testing procedures, and maintenance requirements for conductive flooring installations were developed. (Author)

The handling and manufacture of ammunition and explosives requires different static protection procedures than those for handling electronic devices. One important document dealing with this type of work is Department of Defense (DoD) manual 4145.26-M, The Contractor’s Safety Manual for Ammunition and Explosives. This document was modified on March 13th, 2008.

You can click here to view section 6.4 from The Contractor's Safety Manual for Ammunition and Explosives (4145.26M) covering static electricity and Grounding.

Here are the essential properties required from a grounded conductive floor used in ammunition and explosives applications:

The maximum resistance of a body, plus the resistance of the conductive shoes, plus the resistance of the conductive floor to the ground system shall not exceed 1,000,000 ohms total.  (R1 (body) + R2 (shoes) + R3 to ground (Floor ) < 1 million ohms.)

Example: if the floor's resistance to ground is 500,000 ohms then the sum of the resistance of the body plus the resistance of the shoes must be below 500,000 ohms or the total allowable resistance limit of 1,000,000 ohms would be exceeded.

Staticworx® ESD EC Rubber flooring meets the ESD requirements of DoD 4145.26-M.

Additionally, Staticworx ESD Vinyl Tile may be an appropriate flooring choice for a munitions, or energetic materials, area. ESD Vinyl Tile is specified in this goverment spec (pdf).

Other applications can include:

Engineering labs, government data centers (National Archives, IRS, SSA, NSA, FBI, etc.), war rooms, communications centers and military base electronics labs.
